  2. Not unless they have a reason to. There a lot of babies born every day. They'd be pretty busy if they did that. Plus, they'd have to have probable cause to obtain a warrant to come into your home without your permission. When my son was born we took him home and had no contact with health and welfare.
  3. if they received a complaint or from the hospital if there is concern regarding the home for the baby yes they will come and check the baby well being maybe once or twice if you refuse to allow them to see you will certainly lose your child to children services
